The Influence of Information Technology on Social Policies Based on Islamic Values

This study examines in depth the influence of information technology on the implementation of social policies grounded in Islamic values within government institutions, in line with the increasing digital transformation that demands more efficient and transparent public governance, as well as the provision of fair and equitable services to society at large. The objective of this study is to analyze how the utilization of information technology can strengthen the effectiveness of social policies based on Islamic principles such as justice (adl), trustworthiness (amanah), public benefit (maslahah), and accountability across all public service processes. This study employs a mixed-methods approach by combining quantitative surveys administered to government officials with in-depth qualitative interviews involving policymakers and policy implementers across various government institutions that have integrated digital systems into social service delivery. The research findings indicate that information technology contributes significantly to accelerating service workflows, facilitating access to policy-related information, enhancing transparency and oversight, and reinforcing the application of Islamic values through the provision of more responsive and accountable services; however, several challenges are also identified, including disparities in digital literacy, system complexity, limitations in technological infrastructure, and data security concerns that require serious attention. This study concludes that the integration of information technology with Islamic value-based social policies holds substantial potential to improve the quality of public governance and to realize ethical, effective, and maslahah-oriented public services. Nevertheless, successful implementation requires strategic planning, strengthening human resource competencies, and the development of ethical guidelines to ensure that the use of technology remains aligned with Islamic principles.
