Abstract

This study is motivated by the growing demand for transparency, accountability, and integrity in public administration amid various challenges related to bureaucratic ethics, highlighting the importance of introducing Sharia-based governance as a normative and systemic alternative to strengthening ethical standards in public administration. The object of this study is the implementation of Sharia-based governance principles, including justice, trustworthiness, transparency, responsibility, and an orientation toward the public good, in public administration practices in Indonesia. This study employs a qualitative approach using a literature review design and conceptual analysis of relevant regulations, scholarly literature, and policy documents. The data are then analyzed using content analysis techniques to identify the relationship between Sharia principles and modern public administration ethics standards. The conceptual analysis indicates that the integration of Sharia values into public governance has the potential, in theoretical and proportionate terms, to contribute to strengthening a culture of integrity, preventing corruption, improving performance accountability, and establishing a public service system oriented toward the public good. This study concludes that the implementation of Sharia-based governance is not only normatively relevant in the context of Muslim societies but also compatible with the universal principles of good governance. Therefore, it has the potential to serve as an ethical and strategic model for sustainable public administration reform.
